Promoting productivity and enterprise

Britain has high employment levels but the amount of output produced per worker - productivity - has historically been lower than in other major economies, such as the US, France and Germany. Faster productivity growth, alongside higher levels of employment, will help to deliver greater economic prosperity and rising living standards in years to come. The Pre-Budget Report describes the steps the Government is taking to raise productivity through promoting an enterprising and flexible economy, including:

  • proposals to help reduce red tape and simplify tax for small business;

  • new measures which will help small businesses to access the finance they need to start up and develop;

  • action to promote regional enterprise, including a scheme to provide incentives for local authorities to promote growth in their areas;

  • improvements to the tax incentives that encourage research and development and promote innovation by business; and

  • extending Employer Training Pilots, which subsidise the wage costs of firms that offer low-skilled staff time off to train, to cover one third of England.
